Cavan-based construction firm Latt Properties has submitted plans for a multi-unit residential development on a two-acre site at Swellan Upper, close to Cavan Rugby Club, as reported by the Irish Independent.

The scheme proposes 14 three-bedroom houses, a two-storey apartment block containing one-bedroom units, and two two-bedroom bungalows, bringing the total to more than 20 homes. The site sits adjacent to the first phase of the town's Oak Tree Park development, which is currently under construction.

Oak Tree Park is a boutique residential development delivered by Latt Properties Ltd, comprising 18 residential units across a mix of three-bedroom two-storey houses, two-bedroom two-storey homes, and select two-bedroom single-storey houses. The Swellan Upper application represents the firm's latest addition to its expanding pipeline in the county town.

In a design statement submitted with the application, architects for Latt Properties described the location as a strategic development site within an existing residential area, noting that its positioning within Cavan's town development boundary meant the site could easily accommodate the proposed level of development. The firm has also previously received planning approval for 36 houses at the Gallops in Latt in 2018.

The application comes as Cavan town's housing infrastructure is being actively expanded. Uisce Éireann has commenced a major mains upgrade to the south of Cavan town under its Accelerated Growth programme, with more than 1.8km of new mains to be laid along the Ballinagh Road and works due for completion in February 2027, designed to unlock capacity for new housing development in the area over the coming years.

Demand pressures in the county continue to underpin the case for new supply. Three-bed semi-detached homes in Cavan town rose by 7.7% in 2024 to an average of €210,000, with local agents reporting very few new three-bed semi homes being built and demand for homes to buy and rent continuing to increase.

A planning decision on the Swellan Upper application is expected by mid-August.
