An application has been submitted to Tipperary County Council by Enda Gleeson to change the use of the former Bridewell Gaol and Temperance Hall in Roscrea into 11 age-friendly apartments, a scheme that matters to building and architecture professionals because it tests whether Ireland's vacancy and dereliction supports can bring a genuinely long-neglected protected structure back into residential use.

Tipperary County Council is the local authority for County Tipperary, responsible for determining the planning application, with a decision due by October 21.

The building is a protected structure that has been vacant for more than 20 years, most recently used as an educational facility and offices, before which it served the two historic functions its name still reflects.

The proposal would deliver seven one-bedroom and four two-bedroom units, all designated as age-friendly accommodation for older residents.

The structural driver is the Croí Cónaithe Towns Fund, which offers grants of up to €50,000, rising to €70,000 for buildings classed as derelict, to bring vacant properties back into residential use, a support explicitly targeted at exactly this kind of long-vacant, protected structure.

For the sector, the timing matters because the scheme's age-friendly framing aligns with a wider national push to expand suitable housing for older people, giving conservation architects and contractors a policy rationale that can strengthen the case for planning approval on sensitive heritage conversions.
